Problem Statement:

It is proposed that public transport cost should be kept at a threshold between 5% to 10% of a person’s disposable income. On the basis of a minimum wage of RM1,100 per month, the cost of transportation should therefore be kept between RM55 to RM110 per month; the fare charged for the use of public transport should then be guided accordingly on this basis.

Value(s) and Belief(s):

Public Transport as a public service should be made easily available at a reasonable price so as to avoid inflicting hardship to the public, especially the low-income groups.

Proposal of Solution:

A comparison of the costs between the use of private and public transport for middle-income earners shows a substantial difference exists between the two – 40% as against 15% of the disposable income between private transport and public transport users respectively. Commuting by private car incurs an additional expense of 25% (RM440 per month). It is clear that, given such a high cost for the use of cars, most people would opt for public transport if given the choice. The key is to make public transport available, affordable and reliable.
