Ensure Public Transport Is Available and Affordable to All

Problem Statement:

It is proposed that public transport cost should be kept at a threshold between 5% to 10% of a person’s disposable income. On the basis of a minimum wage of RM1,100 per month, the cost of transportation should therefore be kept between RM55 to RM110 per month; the fare charged for the use of public transport should then be guided accordingly on this basis.

Value(s) and Belief(s):

Public Transport as a public service should be made easily available at a reasonable price so as to avoid inflicting hardship to the public, especially the low-income groups.

Proposal of Solution:

A comparison of the costs between the use of private and public transport for middle-income earners shows a substantial difference exists between the two – 40% as against 15% of the disposable income between private transport and public transport users respectively. Commuting by private car incurs an additional expense of 25% (RM440 per month). It is clear that, given such a high cost for the use of cars, most people would opt for public transport if given the choice. The key is to make public transport available, affordable and reliable.

Isu dan Polisi Semasa:

Dicadangkan bahawa kos pengangkutan dihadkan antara 5% hingga 10% daripada pendapatan seseorang. Atas dasar gaji minima sebanyak RM1,100 sebulan, kos pengangkutan seseorang harus berada dalam linkungan RM55 hingga RM110 sebulan. Berdasarkan panduan ini, tambang ynag dikenakan untuk penggunaan pengangkutan awam boleh ditetapkan.

Penyelesaian:

Perbandingan antara kos penggunaan kenderaan persendirian dan pengangkutan awam untuk golongan berpendapatan sederhana menunjukkan perbezaan yang besar di mana seseorang akan membelanjakan 40% daripada pendapatan untuk kenderaan persendirian manakala orang yang sama hanya akan membelanjakan 15% daripada pendapatannya jika menggunakan pengangkutan awam. Perjalanan menggunakan kenderaan persendirian melibatkan penambahan sebanyak 25% atau RM440 sebulan. Jelas bahawa kos yang tinggi ini akan mendorong pengguna untuk beralih kepada penggunaan pengangkutan awam jika diberi pilihan. Kuncinya adalah untuk memastikan pengangkutan awam tersedia, berpatutan dan efisien.
