Problem Statement:

Efficient, sustainable and cost-effective transportation is crucial in ensuring every Malaysian has the mobility they need to access social, economic and cultural opportunities. However, there is currently a public transport usage gap. Multiple incidents involving the rail system lately have impacted rail operators. These include major safety incidents and collisions and doors being left open during train services. Multiple reports of sexual harassment and assault were also reported on the system.

This lack of trust in the system’s safety and reliability has resulted in continued poor uptake of services. Pre-covid numbers suggested only 20% of Klang Valley residents use public transport, compared to the 50% of residents using private vehicles to travel. While more public and active transport options are being created, these options are often poorly thought-out and only benefit a small sub-section of the population. Hence, public and active transport modes are largely inaccessible for everyone, especially those in the B40.

Value(s) and Belief(s):

– Urban realm goal of 20-minute neighbourhoods: Basic necessities within 20 minutes from home or travelling to the city should not exceed an hour without using private vehicles.
– Better transport policy, informed by the expertise of urban planners in diverse specialties, such as public health, transport, social planning, etc.
– Further regional connections are important in developing regional areas

Proposal of Solution:

The management of transport services, especially in the Klang Valley, should be devolved to individual states or regions. This allows regions the capacity to make their own decisions about creating integrated transport systems in a location-sensitive manner.

A Parliamentary Inquiry into Public and Active Transport should be established. The Terms of Reference of this Inquiry should evaluate the safety and the effectiveness of public and active transport in Malaysia, and to give recommendations to that effect.

The current National Transport Policy document must be refreshed to coincide with the broader urban realm goal of 20-minute neighbourhoods. The focus of this refresh should be on with the goal of reducing car dependency in cities and regions. Statutory requirements to revise the Plan after a set number of years must be inserted into the 2010 Land Public Transport Act. The Act must also be amended to create statutory requirements to report, publish, and review commuter and performance datas.

Concerted effort must be given to upskill urban planners on transport good practices through professional education. Incentives should also be provided to practice in regional areas, where good planning expertise is currently scarce.

Building on the refresh of the National Transport Policy, all levels of government must build a public and active transport network that not only caters to work-home journeys between cities and the suburbs, but also travel between different suburbs. As city-regions grow, more effort should be taken to encourage inter-suburban transport to jobs, housing and social services.

Isu dan Polisi Semasa:

Pengangkutan awam yang cekap, mampan, dan berkesanan kos adalah penting bagi memudahkan pergerakan rakyat Malaysia untuk mengakses pelbagai kemudahan dan peluang ekonomi/pekerjaan, sosial, dan kebudayaan/hiburan. Walau bagaimanapun, baru-baru ini terdapat jurang dalam penggunaan kenderaan awam. Pelbagai kejadian melibatkan sistem rel kebelakangan ini telah memberi kesan kepada pengendaliannya. Hal ini termasuklah kejadian keselamatan utama dan pelanggaran serta pintu gerabak terbuka sewaktu pergerakan sedang beroperasi. Beberapa laporan gangguan seksual dan serangan turut dilaporkan pengguna pengangkutan awam.

Berikutan kurang kepercayaan terhadap keselamatan dan kecekapan pengangkutan awam inilah yang menyebabkan penggunaan rendah perkhidmatan berkenaan. Sebelum COVID-19, hanya 20% daripada penduduk Lembah Klang yang menggunakan pengangkutan awam berbanding 50% yang lain menggunakan kenderaan persendirian bagi perjalanan kerja. Sementara banyak pilihan pengangkutan awam baru dibentuk dan aktif, ia seringkali tidak dipertimbangkan dengan baik dan hanya menguntungkan sebahagian kecil populasi. Oleh yang demikian, mod pengangkutan awam yang aktif kebanyakannya tidak dapat diakses semua, terutamanya golongan B40.

Nilai-nilai dan Kepercayaan:

Matlamat perancangan bandar “Kejiranan Bersepadu 20-minit”: Penduduk boleh mengakses keperluan asas (e.g., kedai serbaneka, klinik dll.) dalam 20 minit perjalanan dari rumah atau ke pusat bandar di mana tidak melebihi sejam tanpa menggunakan kenderaan persendirian.
- Dasar pengangkutan yang lebih baik, diselia dengan kepakaran perancang bandar dalam pelbagai bidang, contohnya kesihatan awam, pengangkutan awam, perancangan sosial dan sebagainya.
- Melanjutkan sambungan antara kawasan-kawasan pinggir/luar bandar adalah penting dalam membangunkannya.O111

Penyelesaian:

Pengurusan perkhidmatan pengangkutan, terutamanya di Lembah Klang, sepatutnya diturunkan kepada setiap kerajaan negeri atau Pihak Berkuasa Tempatan. Cadangan ini memberi kuasa kepada mereka untuk membangunkan sistem pengangkutan yang lebih berintergrasi dan terperinci mengikut kawasan mereka.

Jawatankuasa Semak Imbang Parlimen bagi Pengangkutan Awam dan Aktif juga perlu ditubuhkan. Bidang tugas jawatankuasa ini adalah untuk menilai keselamatan dan keberkesanan pengangkutan awam dan aktif di Malaysia serta memberikan cadangan-cadangan penambahbaikan.
Dasar Pengangkutan Negara yang ada harus dikemaskini dengan mengambil kira dan memastikan tercapainya matlamat “Kejiranan Bersepadu 20-minit”. Fokus kepada kemas kini yang dilakukan seharusnya bersekali dengan matlamat mengurangkan kebergantungan kereta di bandar-bandar dan pinggirnya. Keperluan berkanun bagi mengkaji semula Rancangan ini selepas beberapa tahun harus dimasukkan ke dalam Akta Pengangkutan Awam Darat 2010. Akta berkenaan mestilah dipinda bagi membentuk keperluan berkanun untuk melaporkan, menerbitkan serta mengkaji semula data pengguna dan prestasi pengangkutan awam.

Usaha bersepadu perlu diberi bagi meningkatkan kemahiran perancang bandar dalam amalan pengangkutan awam yang baik, melalui pendidikan profesional (cth: kursus pendek, belajar sambilan, dll.). Insentif perlu disediakan untuk perancang bandar yang bekerja di kawasan luar bandar, di mana kepakaran mereka pada keadaan ini sangat kurang.

Berdasarkan cadangan mengemaskini Dasar Pengangkutan Negara, semua peringkat kerajaan harus membina jaringan pengangkutan awam dan aktif di mana bukan sahaja meliputi perjalanan dari rumah ke tempat kerja diantara bandar dan pinggir bandar, akan tetapi perjalanan antara pinggir bandar yang berlainan. Berikutan daripada pertumbuhan kawasan bandar, banyak usaha harus dilakukan bagi menggalakkan pengangkutan awam antara pinggir bandar untuk bekerja, perumahan dan juga perkhidmatan sosial.
