Establish a Yearly School Curriculum, Integrity, & Safety Report Card

Problem Statement:

Today, school quality is wholly focused on exam scores (i.e., Gred Purata [1]) and even that is incredibly hidden, nearly considered a Government Secret not to be shared with the public by teachers.

However, critical education quality metrics have been wholly ignored at the school-level, leaving communities abandoned for decades: some schools in Malaysia are exceedingly world-class, while others are more akin to lawless daycare facilities [2,3,4,5].

Some of these quality metrics that Malaysian families have no idea about include:

- the number of counselors
- the number of misconduct complaints at the school
- the names of all administrators
- the school’s financial audit history
- the school’s physical safety audit history
- the facilities’ accessibility, average teacher attendance
- the percentage of classrooms with functioning cooling
- the number of students versus the number the school is designed to hold
- teacher & staff to student ratio
- the curriculum choices
- the percentage of teachers whose training matches their workload,
- and many others.

Value(s) and Belief(s):

Schools determine a child’s future. It is clear our schools [are] not in place in quality —where are reports of such mass negligence and abuse in the schools of Putrajaya? We must arm parents and students with hard data to ensure they can take the Federal Government to task for failing to provide the same quality of education for all.

Proposal of Solution:

We propose a mandatory Yearly Report Card for all MOE schools to cover Curriculum, Integrity, and Safety. Once parents can study their school choices and the MOE’s policies can be scrutinized by independent experts and civil society, it will force a dramatic change in the national conversation on education quality.

This “paperwork” is focused on the very problems we must fight; documentation becomes evidence and yet all such evidence has never been openly shared with parents.

1. Mental Health Capacities: the number of trained counselors, % of school days counselors are available, and aggregated / anonymized results of the Borang Minat Belajar.
2. Integrity Capacities: the number of misconduct complaints filed against officers at the school, the names of all administrators and their responsibilities, the school’s financial audit history, the average teacher attendance %, the number of caning / corporal punishment incidents in the past year.
3. Quality Capacities: % of teachers teaching their trained subject, the available curricula and co-curricular programs, the teacher / staff to student ratio.
4. Physical Capacities: the school’s physical safety audit history, the facilities’ accessibility, the % of classrooms with functioning cooling, total classroom capacity vs registered students.

The Yearly Report Card must be submitted by a deadline to an online, freely accessible portable with clear explanations of each metric for parents, students, and experts.

The Ministry of Education then must use this data as the primary source for the allocation of counselors, teachers, contract & procurement funding, teaching assistants, and audits.

Any schools with an above average number of misconduct complaints must remain under NAZIR investigation with monthly school visits by trained MOE personnel.

Failing to improve the lowest ranked school conditions over some number of years (e.g., five years) will require the Ministry of Education to allocate a commensurate reimbursement fee out of the Ministry of Education’s budget to parents so parents may take direct emergency action (to be used for counselling, tuition, etc.) for their children that school year.

Failing to submit the report by the yearly deadline must be a disciplinary offence with a punishment no less than a fine against the school principal and school assistants (rank PK).

Isu dan Polisi Semasa:

Hari ini, kualiti sekolah tertumpu sepenuhnya pada markah peperiksaan (iaitu, Gred Purata [1]) dan itupun sangat tersembunyi, hampir dianggap sebagai Rahsia Kerajaan yang tidak boleh dikongsi dengan orang ramai oleh guru-guru.

Walau bagaimanapun, metrik kualiti pendidikan kritikal telah diabaikan sepenuhnya di peringkat sekolah, menjadikan masyarakat terbengkalai selama berpuluh-puluh tahun: beberapa sekolah di Malaysia adalah bertaraf dunia, sementara yang lain lebih mirip dengan pusat penjagaan anak yang tidak berlesen [2,3,4,5].

Beberapa metrik kualiti ini yang tidak diketahui oleh keluarga rakyat Malaysia termasuk:

- bilangan kaunselor
- bilangan aduan salah laku di sekolah
- nama bagi semua pentadbir
- sejarah audit kewangan sekolah
- sejarah audit keselamatan fizikal sekolah
- ketercapaian kemudahan, purata kehadiran guru
- peratusan bilik darjah dengan penyejukan yang berfungsi
- bilangan pelajar sebenar berbanding bilangan pelajar dirancang untuk dihuni
- nisbah guru & staf kepada pelajar
- pilihan kurikulum
- peratusan guru dengan kemahiran yang sepadan dengan beban kerja mereka
- dan banyak lagi.

Nilai-nilai dan Kepercayaan:

Sekolah menentukan masa depan anak-anak. Sudah jelas sekolah-sekolah kita tidak diukur berdasarkan kualiti — di manakah laporan mengenai kecuaian dan penderaan besar-besaran di sekolah-sekolah Putrajaya? Kita mesti mempersiapkan ibu bapa dan para pelajar dengan data keras untuk memastikan mereka dapat membidas Kerajaan Persekutuan kerana gagal memberikan kualiti pendidikan yang sama untuk semua.

Penyelesaian:

Kami mencadangkan satu Kad Laporan Tahunan mandatori bagi semua sekolah KPM untuk merangkumi Kurikulum, Integriti dan Keselamatan. Setelah ibu bapa dapat mengkaji pilihan sekolah mereka dan dasar-dasar KPM dapat diteliti oleh pakar-pakar bebas dan masyarakat sivil, ini akan memaksa perubahan dramatik dalam perbincangan kebangsaan mengenai kualiti pendidikan.

“Kertas kerja” ini tertumpu pada masalah-masalah yang mesti kita perjuangkan; dokumentasi sepatutnya menjadi bukti namun semua bukti tersebut tidak pernah dikongsi secara terbuka dengan ibu bapa.

1. Kapasiti Kesihatan Mental: bilangan kaunselor terlatih, % hari sekolah kaunselor tersedia, dan keputusan agregat / tanpa nama bagi Borang Minat Belajar.
2. Kapasiti Integriti: jumlah aduan salah laku yang dikemukakan terhadap pegawai di sekolah, nama bagi semua pentadbir dan tanggungjawab mereka, sejarah audit kewangan sekolah, purata % kehadiran guru, jumlah insiden hukuman rotan / hukuman dera dalam setahun.
3. Kapasiti Kualiti: % guru yang mengajar subjek kemahiran mereka, program kurikulum dan kokurikulum yang ada, nisbah guru / staf kepada pelajar.
4. Kapasiti Fizikal: sejarah audit keselamatan fizikal sekolah, ketercapaian kemudahan, % bilik darjah dengan penyejukan yang berfungsi, jumlah kapasiti bilik darjah berbanding pelajar yang berdaftar.

Kad Laporan Tahunan mesti dihantar sebelum tarikh akhir ke portal dalam talian yang boleh diakses secara bebas dengan penjelasan mengenai setiap metrik untuk ibu bapa, pelajar dan pakar.

Kementerian Pendidikan kemudian mesti menggunakan data ini sebagai sumber utama untuk menentukan peruntukan kaunselor, guru, pembiayaan kontrak & perolehan, pembantu pengajar dan audit.

Mana-mana sekolah yang mempunyai jumlah aduan salah laku melebihi purata mesti kekal dalam siasatan NAZIR dengan lawatan sekolah setiap bulan oleh kakitangan MOE yang terlatih.

Kegagalan untuk memperbaiki keadaan sekolah di kedudukan paling bawah dalam beberapa tahun (misalnya, lima tahun) akan memerlukan Kementerian Pendidikan memperuntukkan bayaran ganti yang setimpal daripada belanjawan Kementerian Pendidikan kepada ibu bapa supaya ibu bapa boleh mengambil tindakan kecemasan langsung (digunakan untuk kaunseling, tuisyen, dll.) untuk anak-anak mereka pada tahun persekolahan tersebut.

Kegagalan menyerahkan laporan sebelum tarikh akhir setiap tahun mestilah dianggap sebagai kesalahan tatatertib dengan hukuman sekurang-kurangnya denda terhadap pengetua sekolah dan pembantu sekolah (pangkat PK).
