Moratorium on New Private Hospitals

Problem Statement:

The brain drain is depleting the Public Health Care System of experienced doctors, specialists , nurses and other paramedical personnel. This is causing to delays and sub-quality services in the public sector on which the majority of the B40 nd M40 depend upon.

The setting up of new private hospitals exacerbates this trend and accelerates the out migration of experienced personnel from the government sector.

Value(s) and Belief(s):

Health care is a human right.
The 2-tier system of health care in this country is bad for harmony and unity of the people.
A high quality equitable health care system will help build social solidarity and make our country more harmonious.

Proposal of Solution:

A temporary moratorium on the building of new private hospitals,. This should also include a ban on the expansion of beds in existing private hospitals.

This proposal has to be paired with another proposal that the government builds more public hospitals to address the over-crowding prevalent in the government hospitals.

Isu dan Polisi Semasa:

Penghijrahan doktor, pakar dan kakitangan paramedik yang berpengalaman dari sektor awam ke sektor swasta akan melemahkan sistem penjagaan kesihatan awam. Ini akan menyebabkan kelewatan rawatan dan terjejasnya kualiti rawatan terutamanya kepada golongan B40 dan M40 yang bergantung kepada hospital kerajaan.

Kewujudan hospital swasta baharu akan mempercepatkan trend penghijrahan kakitangan berpengalaman ke hospital swasta dan memburukkan lagi masalah kekurangan doktor pakar di hospital kerajaan.

Nilai-nilai dan Kepercayaan:

1. Rawatan kesihatan merupakan salah satu hak asasi manusia.
2. Sistem kesihatan dua darjat di Malaysia yang mana golongan kaya mendapat layanan yang lebih baik daripada rakyat biasa akan menghakis perpaduan dan solidariti sesama rakyat.
3. Sistem kesihatan yang mana semua rakyat mendapat rawatan yang adil dan berkualiti tinggi akan memupuk semangat harmoni dan solidariti dalam kalangan masyarakat kita.

Penyelesaian:

1. Moratorium terhadap pembinaan hospital swasta baharu untuk satu tempoh masa tertentu dan moratorium terhadap penambahan katil di hospital-hospital swasta sedia ada.
2. Pembinaan lebih banyak hospital awam untuk mengendalikan kesesakan yang wujud di hospital-hospital kerajaan.
