The services of an external auditing firm with a reputation of integrity, transparency, and effectiveness should be hired to audit the nearly ⅔ trillion ringgit that has been pumped into the Ministry of Education over the past 11 years.

It must be given full subpoena authority and access to all Ministry documents, up to the power of raids.

It must be given access to both police and MACC (or, in the future, Public Ombudsman) investigative units.

It must be primarily staffed with forensic accountants and Certified Fraud Examiners (CFE) with experience in education, Malaysia’s public service, computer forensics, and preparation for litigation (either civil or criminal).

The target areas should include economic damages (torts, breach of contract), contract fraud, money laundering and asset misappropriation, fabrication / falsifying of records, false suppliers, payroll fraud, data theft or misuse, reimbursement fraud, theft or misuse of services, assets, or privileges, procurement fraud, price fixing, secret tenders when open required, GST refund fraud, embezzlement / larceny, kickbacks, product substitution, shell company schemes, and/or other mechanisms to deceive the nation’s oversight agencies.

Steps undertaken to ensure processes are in line with establishing EMS:

a) Plan and ramp up Dual Language programme schools, currently 1,380 DLP schools. By 2023, there should be 5,000 DLP schools. These schools will lead the path towards converting them into EMS
b) Allow for Sabah and Sarawak to proceed with EMS, and other receptive states to do so as per the support from their ruling houses, ie Johor, Perak
c) Ramp up English language programmes and teacher training to ensure English becomes a must pass subject in SPM by 2023. Training can be done via online sessions and sources.
d) Recruit competent English-speaking graduates from other non-teaching background to be trained as teachers, i.e., using the Teach For Malaysia teacher training method.
e) Allow part time private sector employees with high English competency to be part time teachers. f) Teachers should be exempted from paying tax to spur white collar workers to get into teaching. Raise the teaching standard and salary via teacher licensing.

Menubuhkan Ombudsman di parlimen boleh memantau dan menyiasat penggunaan kuasa oleh Kementerian Pendidikan supaya ia adalah saksama, wajar, munasabah, berkesan dan telus.

Struktur: kebebasan ahli-ahli Ombudsman dikenal pasti dengan pelantikan dari Parlimen dan bertanggungjawab terus kepada Parlimen.

Fungsi:
Orang ramai boleh membuat aduan tentang ketidakcekapan pengurusan, penyelewengan, ketidakadilan, diskriminasi, penyalahgunaan kuasa dan sebagainya kepada Ombudsman.

Ombudsman boleh mengikut budi bicara mutlaknya mengadakan pendengaran,
penyiasatan dan pendakwaan yang sewajar dengan keputusan.

Laporan penyiasatan harus didedahkan secara telus.

Laporan tahunan harus dibentang dan dibahaskan dalam Parlimen.

Perakuan yang dicadangkan untuk membaharui sistem pendidikan harus dibahaskan dan diterima pakai.

Pengagihan kuasa pendidikan boleh dilakukan mengikut peringkat:

-Kerajaan Persekutuan: menetapkan dasar dan menjalakan kajian.

-Kerajaan Negeri: bertanggungjawab terhadap urus tadbir hal ehwal pendidikan dalam negeri.
-Kerajaan Tempatan: melibatkan pihak berkepentingan seperti ibu-bapa, masyarakat tempatan dalam hal-ehwal pendidikan.

Penubuhan jawatankuasa di setiap peringkat untuk memberikan maklum balas, idea bagi tujuan pembaharuan kepada proses penggubalan dasar dan pelaksanaan.

-Peringkat sekolah:
menubuhkan lembaga pengelola sekolah di sekolah kebangsaan untuk melibatkan ibu bapa dan komuniti tempatan.

Whistleblower protection must be significantly strengthened and expanded.

Whistleblowers must:

1. be awarded protection independently by the Public Ombudsman, SUHAKAM, and other similar agencies (few exist);
2. be allowed to submit whistleblower reports and evidence confidentially and be only required to reveal themselves if required during a disciplinary, civil, or criminal proceeding;
3. be allowed to indefinitely consult lawyers both within the Ombudsman and outside without any penalty against their protection;
4. be given protection without any restrictions from other legislation (e.g,. OSA, Sedition Act, Penal Code 203A), motivation, nor types of disclosure;
5. be incentivized with monetary compensation (and for staff / teachers: Sasaran Kerja Tahunan scores + promotion opportunities);
6. if the victims are minors (or other protected categories including OKU, orang asli, migrants, impoverished / B40), all damages / rewards are automatically tripled to match the significant power imbalance and permanent damage;
7. if the alleged crime reported by the whistleblower is of a heinous, violent, sexual, or widespread nature, all damages / awards are automatically tripled;
8. if the whistleblower is a public servant, they are automatically awarded protection if they testify in any legal, criminal, and / or disciplinary proceeding against alleged misconduct, corruption, and / or misfeasance.

Menggubalkan polisi yang menerapkan gender sensitiviti dalam sistem pendidikan.

Para guru dan kakitangan sekolah seharusnya diberikan latihan gender sensitiviti supaya mereka boleh mencipta suasana sekolah yang lebih inklusif dan sensitif dengan gender. Misalnya, kata-kata yang diskriminasikan seseorang berdasarkan gender harus diambil tindakan yang sewajarnya.
